1. GENERAL INFORMATION

The charitable organization “Mission Kharkiv Charitable Foundation” announces an open tender and invites qualified suppliers to submit tender proposals for the supply of medical equipment and instruments for 2 mobile medical teams within the framework of the project “Health and Protection: Mobile Response for Resilient Communities in Kharkiv Region”.

The project is implemented by the NGO “Mission Kharkiv Charitable Foundation” within the EMPOWER project, funded by the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) jointly with the European Union and implemented by GIZ Ukraine.

The project foresees field visits of mobile medical teams and social protection teams to remote settlements of communities in Kharkiv region in order to provide primary medical care, psychosocial support, legal counseling, and case management for residents affected by the war, as well as to conduct training activities to strengthen the capacity of local specialists in healthcare, education, and social protection sectors.

This procurement is essential as it will equip mobile medical teams with the necessary equipment and instruments to provide primary medical care and support to people in remote and war-affected communities of Kharkiv region. It directly contributes to access to medical, social, and psychological services and strengthens the resilience of local communities.

Further delay in the procurement of medical equipment may limit the capacity of mobile medical teams to provide timely and quality assistance, complicate the implementation of project activities, and potentially delay planned field visits, which may negatively affect the achievement of project objectives.

3. BASIS AND PROCEDURE

The procurement is carried out in accordance with the Procurement Policy of the Charitable Organization “Mission Kharkiv Charitable Foundation”, Order No. 12 dated 06.04.2026 on the appointment of responsible persons for procurement procedures within the project “Health and Protection: Mobile Response for Resilient Communities in Kharkiv Region”.

Considering the estimated value of the procurement, the open tender procedure is applied. To ensure transparency, the procurement is additionally published on the Hromadske Space platform (Prostir.ua).

4. SUBJECT OF PROCUREMENT

Medical equipment and instruments for 2 mobile medical teams within the EMPOWER project funded by the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) jointly with the European Union and implemented by GIZ Ukraine.

Scope of needs: medical equipment and instruments (detailed list of 26 items is provided in Annex 2 – Technical Requirements, items 1–26).

5. TECHNICAL REQUIREMENTS

Technical requirements for medical equipment and instruments are specified in Annex 2 – Technical Requirements (items 1–26).

When submitting tender proposals, please carefully review Annex 2 and submit proposals that comply with the specified technical characteristics for each of the items 1–26.

Non-compliance with at least one mandatory technical requirement may be grounds for rejection at the discretion of the Contracting Authority. However, proposals that partially do not meet the technical requirements but are functionally acceptable and meet project needs may be considered.

6. ELIGIBILITY CRITERIA AND REQUIREMENTS

Eligible participants are those who:

- are legal entities or individual entrepreneurs registered in Ukraine and authorized to carry out relevant activities;

- supply medical equipment and instruments relevant to the project needs;

- are able to ensure delivery within the specified timeframe and to target regions (Kharkiv region);

- guarantee compliance of products with applicable technical standards, quality, and safety requirements;

- have no conflict of interest with the Contracting Authority;

- agree to the anti-corruption and ethical requirements of the Contracting Authority.

The Contracting Authority reserves the right to reject a bidder’s proposal in case of false information or circumstances contrary to the principles of transparency and integrity.

7. DELIVERY TERMS

Validity period of tender proposal – not less than 30 calendar days.
Final delivery deadline – no later than 29.05.2026.

8. CURRENCY AND PAYMENT TERMS

‍
Currency of the proposal – Ukrainian Hryvnia (UAH).
The price must include all costs related to delivery.
Payment terms will be defined in the contract.

9. LIST OF DOCUMENTS IN THE PROPOSAL

Administrative documents:

- registration documents of the participant;

- document confirming authority of the signatory.

Technical part:

- declarations of conformity with Technical Regulations for medical devices, etc.

Financial part:

- completed tender proposal form (Annex 1).

10. EVALUATION CRITERIA

‍
Evaluation is based on the best price-quality ratio.

Minimum qualification criteria:

- full compliance with the Technical Assignment;

- submission of all required documents.

Evaluation criteria:

- price – 60%;

- delivery timeline – 20%;

- compliance with technical and quality requirements – 20%.

11. CLARIFICATIONS AND AMENDMENTS

Deadline for questions: 18.05.2026, 18:00.
Final deadline for responses from the Contracting Authority: 19.05.2026, 18:00.

13. CONFIDENTIALITY AND INTEGRITY

Participants must adhere to principles of integrity. Any attempt to influence the decision of the Contracting Authority will result in disqualification.

14. DRAFT CONTRACT AND KEY TERMS

‍
A draft contract is not required as part of the tender submission. Submission of a tender proposal implies acceptance of the key procurement conditions. The contract is concluded with the winning bidder after evaluation.

Key terms:

- supply of medical equipment and instruments according to technical requirements;

- quality, completeness, and functionality assurance;

- compliance with delivery deadlines;

- warranty service (if applicable);

- non-cash payment according to contract terms;
