Job Description

Mission Kharkiv is one of the largest medical charitable organizations in Ukraine in terms of the volume of assistance provided. One of our key areas of work is the systematic support of adult cancer patients.

Since 2022, our organization has been implementing large-scale programs for the supply of medicines, patient transportation and evacuation, first aid provision, distribution of hygiene kits, as well as providing psychosocial support to beneficiaries and strengthening the capacity of medical personnel.

Role Summary

The Procurement Manager oversees the procurement of medical supplies (including rapid diagnostic tests, medicines, and related items) in compliance with donor requirements and the organization’s internal procedures.

Key responsibilities include supplier identification, tender management, contract administration, and verification of compliance with technical specifications and quality standards.

The Procurement Manager ensures that all procurement processes are conducted transparently and competitively, in line with donor regulations and internal procurement policies. The role involves communication with suppliers, collection and evaluation of quotations, preparation and announcement of tenders, verification of product compliance with technical specifications, and ensuring that procured medical goods meet regulatory and quality standards.

The Procurement Manager works closely with the Project Manager, Pharmacist/Health Manager, and Logistics team to ensure that procured goods meet operational needs and are delivered on time.

Work Format

Hybrid format, with an office in Kharkiv / Kharkiv region.

Expected start date: May 1, 2026

Key Responsibilities

Procurement Management

  • Plan and organize procurement of medical supplies (medicines, rapid diagnostic tests, and medical kits) in line with project needs
  • Ensure compliance with procurement procedures, internal policies, and donor requirements

Supplier Sourcing and Evaluation

  • Identify potential suppliers and collect quotations
  • Conduct preliminary market analysis
  • Manage tender procedures and evaluate bids based on price, quality, and compliance with standards

Contract Management

  • Prepare, manage, and monitor supplier contracts
  • Verify compliance of products with technical specifications and quality standards

Team Coordination

  • Work closely with the Project Manager, Pharmacist/Health Manager, and Logistics team to ensure alignment with operational needs
  • Plan delivery timelines and monitor timely delivery

Quality and Compliance Control

  • Ensure that medical products comply with regulatory requirements and quality standards
  • Maintain transparency and competitiveness of all procurement processes

Reporting and Documentation

  • Maintain complete documentation for procurement, tenders, contracts, and deliveries
  • Prepare regular reports for project management and donors

Other Duties

  • Temporary replacement of colleagues, expansion of geographic scope of responsibility, and выполнение special assignments from management

Requirements

  • Proven experience in procurement within humanitarian or medical projects
  • Strong knowledge of procurement procedures and their adaptation to donor requirements
  • Experience in tendering, contract management, and supplier evaluation
  • Skills in quality control and verification of compliance with technical specifications
  • Ability to coordinate effectively with cross-functional teams
  • Strong organizational and communication skills

Assets (Nice to Have)

  • Previous experience working with international donors
  • Experience with public procurement platforms and procedures for humanitarian or government projects
  • Knowledge of the medical supplies market and suppliers
  • Experience with cold chain logistics for medical products
  • Experience working with international organizations and humanitarian standards
  • Experience using procurement and documentation systems (Airtable, Excel)
  • Certification in PSEA and other humanitarian training
