Health & Social Protection Project Manager
Job Description
Mission Kharkiv is one of the largest medical charitable organizations in Ukraine in terms of the volume of assistance provided. One of our key areas of work is the systemic support of adult patients with cancer.
Since 2022, our organization has implemented large-scale programs for the delivery of medicines, patient transportation and evacuation, provision of first aid, distribution of hygiene kits, as well as psychosocial support for beneficiaries and capacity building for medical personnel.
Role Summary
The Project Manager is responsible for comprehensive management of all project components in the areas of social protection and healthcare. He/she provides strategic coordination of Mobile Medical Brigades (MMB), the Mobile Social Protection Team (MSPT), and capacity-building activities for staff. The position involves managerial oversight, technical support, quality monitoring, logistics planning, organization of tender procedures, regular needs assessments, donor communication, and strategy adaptation in a dynamic humanitarian environment.
Key Responsibilities
Strategic Management and Coordination
- Ensure effective coordination of the Mobile Social Protection Team and two Mobile Medical Brigades, including field visits.
- Coordinate the work of the entire team: case managers, lawyer, psychologists, MMB medical staff, MEAL specialist, logistics and procurement manager.
- Engage with government authorities, partners, Health and Protection clusters, social services, and healthcare facilities.
- Develop schedules and routes for mobile brigades in collaboration with the logistics and procurement manager.
- Coordinate the procurement of medical equipment and training materials in compliance with tender procedures and GIZ rules.
- Conduct regular needs assessments (every two months) in accordance with donor requirements to adapt plans and routes.
- Monitor the implementation of the project’s communication strategy, procurement, and logistics in line with donor requirements.
Quality Monitoring, Reporting, and Improvement
- Monitor achievement of logframe indicators and ensure project implementation complies with donor requirements.
- Ensure preparation of interim and final reports (narrative and financial) in English, according to donor formats.
- Collaborate with the MEAL specialist to implement feedback collection tools (hotlines, QR codes, focus groups) and analyze data to improve programs.
- Work with the MEAL specialist to maintain databases (Airtable, KoBoToolbox), analyze data, and ensure GDPR compliance.
Financial and Operational Compliance
- Ensure compliance with procurement and tender procedures according to donor instructions.
- Implement transparency principles and anti-corruption measures.
- Ensure internal control of expenditures according to donor policies and audit standards.
- Work with the operations team to document all expenses and ensure audit readiness.
Capacity Development and Staff Support
- Coordinate training sessions for social workers, educators, medical personnel, and the foundation’s team.
- Ensure the quality of training and participant certification (including CPD credits for medical personnel).
- Monitor maintenance of beneficiary databases and cases, ensuring confidentiality and data protection.
Other Responsibilities
- Temporarily cover for colleagues, expand geographical responsibility, and perform special tasks assigned by management.
Requirements
- Higher education in project management, public health, social work, management, or related fields.
- At least 3 years of proven experience managing humanitarian, medical, and/or social projects.
- Practical experience in full project cycle management: planning, implementation, monitoring, reporting, and closure.
- Experience managing multidisciplinary teams (medical staff, social specialists, MEAL, logistics, procurement).
- Proven experience with donor requirements and compliance, including tender procedures, budget control, and audits.
- Experience implementing projects in healthcare and/or social protection.
- Strong coordination skills with authorities, partners, clusters (Health, Protection), and healthcare facilities.
- Ability to work in a dynamic humanitarian environment and adapt plans and routes promptly.
- Willingness to undertake regular field trips to communities in Kharkiv region.
Preferred:
- Previous experience with GIZ, BMZ, ECHO, or other international donors.
- Experience managing mobile teams (MMB, mobile social services, outreach teams).
- Experience in conducting needs assessments and adaptive programming.
- Practical experience with MEAL tools and databases (Airtable, KoBoToolbox, or equivalents).
- Knowledge of GDPR principles and personal data protection in humanitarian programs.
- Experience organizing and coordinating training and capacity-building events, including participant certification.
- Safety certifications or training (HEAT / HEIST / field safety).
