Monitoring, Evaluation, and Accountability (MEA) Manager
Job Description
Mission Kharkiv is one of the largest medical charitable organizations in Ukraine in terms of the volume of assistance provided. One of the key areas of our work is the systematic support of adult patients with oncological diseases.
Since 2022, our organization has been implementing large-scale programs including the delivery of medicines, patient transportation and evacuation, provision of first aid, distribution of hygiene kits, psychosocial support for beneficiaries, and strengthening the capacity of medical personnel.
Role Summary:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager is responsible for monitoring project activities and supporting the implementation of MEAL tools on the ground in designated project locations. Under the direct supervision of the Program Director, the MEAL Manager conducts regular field visits, facilitates the use of data collection tools, ensures functioning accountability mechanisms, and participates in data entry and preliminary analysis. This role ensures continuous project monitoring, documentation, and tracking of beneficiary feedback, providing timely information to support decision-making.
Key Responsibilities:
Strategic Management and Coordination
- Coordinate the mobile social protection team and two mobile medical teams, including field visits.
- Supervise and coordinate the work of case managers, legal specialists, psychologists, medical staff of MMTs, MEAL staff, logistics and procurement managers.
- Liaise with government authorities, partners, health and protection clusters, social services, and healthcare institutions.
- Develop field visit schedules and mobile team routes with the logistics and procurement manager.
- Coordinate procurement of medical equipment and training materials, ensuring adherence to tender procedures and GIZ requirements.
- Conduct regular needs assessments (every two months) according to donor requirements to adapt plans and routes.
- Monitor communication strategy implementation, project logistics, and procurement in line with donor requirements.
Monitoring, Reporting, and Program Improvement
- Track achievement of logframe indicators and ensure compliance with donor requirements.
- Prepare interim and final reports (narrative and financial) in English according to donor formats.
- In cooperation with MEAL staff, implement feedback tools (hotlines, QR codes, focus groups) and analyze data to improve programs.
- Work with MEAL staff to maintain databases (Airtable, KoBoToolbox), analyze data, and ensure GDPR compliance.
Financial and Operational Compliance
- Monitor adherence to procurement and tender procedures according to instructions and donor compliance requirements.
- Implement transparency and anti-corruption safeguards.
- Ensure internal expenditure control according to donor policies and audit standards.
- Work with operations to document all expenses and ensure audit readiness.
Capacity Building and Staff Support
- Coordinate trainings for social workers, teachers, medical staff, and organization teams.
- Ensure quality of training and participant certification (including CPD credits for medical staff).
- Supervise database and case management, ensuring confidentiality and data protection.
Other Tasks
- Temporarily cover for colleagues, expand geographical responsibility, and execute special assignments from management.
Requirements:
- Higher education in project management, public health, social work, management, or related fields.
- At least 3 years of confirmed experience managing humanitarian, medical, and/or social projects.
- Practical experience in full project cycle management: planning, implementation, monitoring, reporting, closure.
- Experience managing multidisciplinary teams (medical staff, social workers, MEAL, logistics, procurement).
- Proven experience with donor requirements and compliance, including tender procedures, budget control, and audits.
- Experience implementing projects in health and/or social protection sectors.
- Strong coordination skills with government bodies, partners, clusters (Health, Protection), and healthcare institutions.
- Ability to work in a dynamic humanitarian environment and adapt plans and routes quickly.
- Willingness to travel regularly to communities in Kharkiv region.
Preferred:
- Previous experience working with GIZ, BMZ, ECHO, or other international donors.
- Experience managing mobile teams (MMTs, mobile social services, outreach teams).
- Experience conducting or supporting needs assessments, regular assessments, and adaptive programming.
- Practical experience with MEAL tools and databases (Airtable, KoBoToolbox, or equivalents).
- Knowledge of GDPR/data protection principles in humanitarian programs.
- Experience organizing and coordinating capacity-building trainings, including participant certification.
- Safety training/certificates (HEAT / HEIST / field safety).
